Process Safety
Management
Dangote Group's major hazard facilities — the Lekki Refinery, Fertiliser Complex and bulk storage terminals — are managed under a comprehensive Process Safety Management (PSM) system aligned to OSHA PSM 29 CFR 1910.119 and API RP 750.
Process Safety Events (PSE) are classified under the CCPS Tier 1 and Tier 2 methodology. All Tier 1 PSEs trigger a mandatory root-cause investigation with findings shared across the Group. Target: zero Tier 1 PSEs annually from 2026.
Safety Integrity Levels (SIL) are assigned to all Safety Instrumented Systems (SIS) at refinery and fertiliser operations. Independent SIL verification is conducted by accredited functional safety assessors every 3 years.
HAZOP, What-If and LOPA studies for all new projects and major modifications. Revalidated every 5 years for existing facilities.
Risk-based inspection (RBI) programmes for pressure vessels, piping, relief systems. No equipment operates beyond risk-justified run limits.
Formal MOC for all design, operational and procedural changes at process facilities. Zero bypasses of MOC without dual approval.
Documented, reviewed and signed-off operating procedures for all normal, abnormal and emergency operations at refinery and fertiliser units.
HSSE incidents investigated to root cause using Bow-Tie, TapRoot or ICAM methodology. All corrective actions tracked to closure.
Facility emergency response plans tested through full-scale exercises annually. Mutual-aid agreements with DPR, LASEMA and Federal Fire Service.
Occupational Health Programme
Pre-employment Medicals
Comprehensive baseline health assessments for all new employees. Identifies pre-existing conditions and establishes health baselines for monitoring.
Periodic Health Surveillance
Annual medical examinations for all employees in high-exposure roles (dust, noise, chemicals). Audiometric and spirometry testing at cement plants.
Dust & Noise Monitoring
Real-time environmental monitoring for respirable dust, silica, cement dust and noise at all manufacturing facilities. Exposure bands published quarterly.
Malaria Prevention
Group-wide malaria prevention programme: insecticide-treated nets, prophylaxis for high-risk locations, rapid diagnostic testing and treatment protocols.
Mental Health & EAP
Employee Assistance Programme providing confidential mental health support, counselling and financial advice. Accessible via phone, app and in-person at major sites.
COVID-19 & Pandemic Prep
Pandemic response protocols tested during COVID-19 ($35M Dangote Group/ADF response). Business continuity plans maintained for future pandemic scenarios.
Ergonomics
Ergonomic risk assessments for office, field and production workstations. Manual handling training and equipment modifications where risks are identified.
Return to Work
Structured return-to-work programme for employees following injury or illness. Modified duties available; target: 100% return-to-work within 90 days.
Heat Stress
Heat stress management plans for outdoor workers across tropical climates. WBGT monitoring, rest rotations and hydration stations at outdoor sites.
Contractor
Safety Management
Over 60% of Dangote Group's total workforce hours are worked by contractors. Contractor safety performance is managed with the same rigour as direct employees — because our safety obligation extends to every person on our sites regardless of employment status.
All contractors complete a HSSE pre-qualification assessment. High-risk contractors must hold CHAS, SafeContractor or equivalent accreditation.
Mandatory Group HSSE induction before any work commences. Covers Life-Saving Rules, emergency procedures and site-specific hazards.
Formal Permit to Work (PTW) system for all non-routine work. Energy isolation, confined space and hot work permits require dual sign-off.
Monthly safety statistics collected from all major contractors. Poor performers receive improvement notices; repeat offenders are removed from site.
All contractor incidents reported to Group HSSE within 24 hours. Contractor fatalities trigger a mandatory Group-level investigation.
