Foundational Principles

HSSE Policy Principles

Zero Harm Vision

We operate with the fundamental belief that every accident is preventable. Our Zero Harm vision sets the expectation that nobody working on our behalf should be injured, become ill or be involved in a security incident.

Leadership Accountability

HSSE performance is a leadership responsibility. Every manager and supervisor is personally accountable for HSSE in their area of control. HSSE KPIs are linked to executive and management remuneration.

Stop Work Authority

Every employee and contractor has the authority — and the duty — to stop any work they believe is unsafe, without fear of reprisal. Stop Work Authority (SWA) is non-negotiable at all Dangote Group operations.

Risk Management

We identify, assess and control all HSSE risks before work begins. Formal hazard identification and risk assessment (HIRA) is mandatory for all operational tasks, maintenance activities and new projects.

Legal Compliance

Dangote Group meets or exceeds all applicable HSSE legislation in every jurisdiction of operation. Where local law is less stringent than Group standards, Group standards apply.

Continual Improvement

We set annual HSSE performance targets, measure progress against leading and lagging indicators, and systematically investigate all incidents to eliminate root causes and share lessons across the Group.

Contractor Management

Our HSSE standards apply equally to all contractors and subcontractors. We pre-qualify, induct, supervise and performance-manage all third parties who work on our sites.

Stakeholder Engagement

We engage openly with regulators, host communities, workers and civil society on HSSE matters. We publish our performance data annually and respond promptly to complaints and concerns.

Emergency Preparedness

All facilities maintain tested emergency response plans, trained emergency response teams and mutual-aid agreements with neighbours and public emergency services.

Management Standards

ISO 45001:2018
Occupational Health & Safety Management

Group-wide occupational health and safety management system. Certified at all major manufacturing facilities. Annual surveillance audits by accredited certification bodies.

ISO 14001:2015
Environmental Management

Environmental management system covering aspects, impacts, legal compliance and continual improvement. Target: all facilities certified by 2027.

ISO 50001:2018
Energy Management

Energy management system covering energy consumption, intensity targets and efficiency projects. Implemented at cement, refinery and fertiliser operations.

ISO 37001:2016
Anti-Bribery Management

Anti-bribery management system covering procurement, contracting and public official interactions. Certified at Group corporate level and major subsidiaries.

OHSAS 18001
Transitional Safety Standard

Legacy certification progressively replaced by ISO 45001 across all facilities. Transition completed at all certified sites by end 2023.

IFC Performance Standards
International Finance Corporation

Dangote Refinery and fertiliser project built to IFC PS1–PS8, enabling DFI financing and alignment with Equator Principles for project-financed infrastructure.

UN SDGs
Sustainable Development Goals

Group sustainability programmes mapped to SDG 3 (Health), 8 (Work), 9 (Industry), 11 (Communities), 12 (Consumption), 13 (Climate) and 17 (Partnerships).

GRI Standards
Global Reporting Initiative

Annual sustainability report prepared in accordance with GRI Standards (Core option). Independent limited assurance on key performance indicators from FY 2024.

Dangote Group measures HSSE performance through a balanced scorecard of leading indicators (proactive safety activities) and lagging indicators (incident outcomes). Both categories are reported monthly to Group HSSE leadership and quarterly to the Board Safety Committee.

Governance

HSSE
Governance Structure

Board Safety Committee

Board-level oversight of Group HSSE strategy, major incidents and performance against targets. Quarterly meetings; chaired by independent Non-Executive Director.

Group HSSE Director

Executive accountability for Group-wide HSSE policy, standards and performance. Reports to Group CEO. Member of Group Executive Committee.

Business Unit HSSE VPs

Operational HSSE leadership for each major business (Cement, Refinery, Fertiliser, etc.). Maintain site management systems and lead local teams.

Site HSSE Managers

Day-to-day HSSE management at individual facilities. Supported by HSSE advisors and specialists in process safety, environment and industrial hygiene.

Line Management

Direct HSSE accountability sits with line managers and supervisors. HSSE performance forms part of all management performance contracts.

Worker Representatives

Joint Management-Worker HSSE Committees at all major facilities. Worker representatives with protected right to raise concerns and conduct inspections.

Non-Negotiable Rules

Life-Saving Rules

Dangote Group's 10 Life-Saving Rules define absolute requirements for activities that carry the highest fatality risk. Violation of any Life-Saving Rule is grounds for immediate dismissal and contractor removal from site.

Work at Height

Always use authorised fall protection when working above 1.8m.

Energy Isolation

Always verify energy isolation (LOTO) before working on equipment.

Confined Space

Always obtain a permit and atmospheric test before entering a confined space.

Lifting Operations

Never stand under a suspended load. Operate cranes only with a permit.

Driving

Always wear a seatbelt. Never use a mobile phone while driving.

Alcohol & Drugs

Zero tolerance. Never work under the influence of alcohol or drugs.

Hot Work

Always obtain a hot work permit. Verify no flammable atmospheres.

Bypassing Safety

Never bypass or defeat safety devices, alarms or emergency shutdowns.

Dropped Objects

Always secure tools and materials when working at height or on elevated structures.

Line of Fire

Never stand in the line of fire of pressurised systems, suspended loads or moving equipment.
